basically, yeah. Though discriminating men (again) just feels wrong. Best solution is just to not let anyone in. Those men were born from those women, letting the women in would certainly change the country to be more similar to the country they came from.
Now that I think about it, I wish MonMusu showed more asshole/evil monster girls in it. Terrorists are exclusively male (and very masculine, the good monster guys are far less masculine), the asshole couple from early chapters had 1 chick, but a human one. On the whole it paints male monsters as problematic and undesirable, but monster girls as perfectly ok. Maybe misunderstood at most, but never malicious from what I remember. I'm a little sick of the preferential treatment of women, in comics too.
Although... I don't really remember human males being presented in a particularly bad light in MonMusu... That's interesting too.
Basically all problems in the series are either because monster girls struggle to adapt to human(japanese) society, they are misunderstood or male monsters cause problems because they're assholes/evil.
