I have activated skills set to be used automatically as soon as a gauge fills up, but if you want you can uncheck that option and manually choose which unit(s) use their active skill(s) at which moments, which is almost always pointless since auto mode has always been just as effective imo. It should be in the hospital since the other two in the quest list the hospital as their location. It may be in the last possible maps for enemies to spawn, the enemies change per map.

Oh my fucking god, I found out where that enemy is. It only appears in the dark room section, as a random encounter. Which means, Enemy Sonar does absolutely nothing to help you find get this encounter, and if you use the Dark Sonar available right at the entrance to guide yourself like you're supposed to, you also probably will never encounter it unless you spend 60 seconds idle inside that zone for some reason.
